Do tree roots damage a healthy sewer pipe?

No. A sound pipe with tight joints and no cracks gives tree roots nothing to grab onto. Roots follow the moisture leaking from an existing fault, a failed joint, a hairline crack or old damage, and enter through that gap. The fault causes the root intrusion, not the other way around.

Will cutting tree roots out fix the blockage properly?

Mechanical root cutting clears the immediate blockage but leaves the crack or joint gap the roots grew through wide open. New roots usually find the same gap within months, so cutting alone is a maintenance routine rather than a repair. Pipe relining is the only option that closes the entry point.
